New York’s Homelessness Worst Since The Great Depression: State and local governments nationwide have struggled to accommodate a homeless population that has changed in recent years – now including large numbers of families with young children. As the WSJ reports, more than 21,000 children – an unprecedented 1% of the city’s youth – slept each night in a city shelter in January, an increase of 22% in the past year; as homeless families now spend more than a year in a shelter, on average, for the first time since 1987. New York City has seen one of the steepest increases in homeless families in the past decade, advocates said, growing 73% since 2002, and “is facing a homeless crisis worse than any time since the Great Depression.”

Alleged Lexington Scam Artist Caught In The Act: Lexington Police warned residents Monday of a scam in which a man in a wheelchair pretends to have a mental disability in order to get people to give him money, and soon after an LEX 18 reporter caught the alleged scammer in the act. Police say the man, Gary Thompson, 30, does have the need for the use of a wheelchair, but is also able to get out of it. They say that he has been spotted at several Lexington shopping centers, including the Lansdowne Shoppes, Hamburg and several places along Nicholasville Road. On Monday, police held a news conference to put out the information about Thompson. After the news conference was over, Thompsonn was spotted by an LEX 18 reporter who had just attended the news conference. The reporter, Kristen Pflum, said that she called to Thompson, who she says immediately went into his mental disability scam. When Pflum informed Thompson she had just attended a press conference about him, she says he immediately dropped the act and said, “Alright, you got me.”

The 36-year-old former resident of Yonkers and South Ozone Park is listed as a high-risk sex offender in the state’s registry. Matagrano has a record of convictions for sodomy, first-degree sex abuse, burglary, and, not surprisingly, criminal impersonation. He has been arrested more than a dozen times, and has served several stints on Rikers. At his size, 5-foot-8 and 340 pounds, Matagrano shouldn’t have been so hard to miss. But his poorly executed plan unraveled when the cops who found him hog-tied in the street noticed the roll of duct tape still dangling from his wrists. Researchers discovered the relationship while preparing the 2010 Global Burden of Disease study, a report published in the journal Addiction. “Alcohol consumption has been found to cause more than 200 different diseases and injuries,” said Kevin Shield, doctoral student and lead author of the study. “These include not only well-known outcomes of drinking such as liver cirrhosis or traffic accidents, but also several types of cancer, such as female breast cancer.”

. . The Militarization of Policing in America: American neighborhoods are increasingly being policed by cops armed with the weapons and tactics of war. Federal funding in the billions of dollars has allowed state and local police departments to gain access to weapons and tactics created for overseas combat theaters – and yet very little is known about exactly how many police departments have military weapons and training, how militarized the police have become, and how extensively federal money is incentivizing this trend. It’s time to understand the true scope of the militarization of policing in America and the impact it is having in our neighborhoods. On March 6th, ACLU affiliates in 23 states filed over 255 public records requests with law enforcement agencies and National Guard offices to determine the extent to which federal funding and support has fueled the militarization of state and local police departments. With innovation comes new possibilities but also new concerns. For one, the NYPD is testing a new type of security apparatus that uses terahertz radiation to detect guns under clothing from a distance. As Police Commissioner Ray Kelly explained to the Daily News back in January, If something is obstructing the flow of that radiation — a weapon, for example — the device will highlight that object. Ignore, for a moment, the glaring constitutional concerns, which make the stop-and-frisk debate pale in comparison: virtual strip-searching, evasion of probable cause, potential racial profiling. Jailed cybercriminal hacked into his own prison’s computer system after being put in IT class: Media reports have detailed the playboy lifestyle enjoyed by Nicholas Webber, GhostMarket’s founder, who had only just turned 18 at the time of his arrest in October 2009. Webber was sentenced to five years imprisonment in May 2011, and found himself at HM Prison Isis, a Category C male Young Offenders Institution, in South East London. Normally you would expect (and hope) a hacker’s criminal career to end there, but sadly that wasn’t to be. As the Daily Mail reports, Webber somehow managed to sign-up for the prison’s IT class, and from there managed to hack into the prison’s mainframe computer. According to the report, a spokesman for the prison service has confirmed that Webber was involved in the hack, but has downplayed the significance of the hack: “At the time of this incident in 2011 the educational computer system at HMP Isis was a closed network. No access to personal information or wider access to the internet or other prison systems would have been possible.”

For Troubled Teenagers in New York City, a New Tack – Forced Outreach: The New York City Police Department has embarked on a novel approach to deter juvenile robbers, essentially staging interventions and force-feeding outreach in an effort to stem a tide of robberies by dissuading those most likely to commit them. Officers not only make repeated drop-ins at homes and schools, but they also drive up to the teenagers in the streets, shouting out friendly hellos, in front of their friends. The force’s Intelligence Division also deciphers each teenager’s street name and gang affiliation. Detectives compile a binder on each teenager that includes photos from Facebook and arrest photos of the teenager’s associates, not unlike the flow charts generated by law enforcement officials to track organized crime.

Man arrested for biting girl on buttocks near downtown Dallas Greyhound bus station: A man was jailed over the weekend on an assault charge for allegedly biting a 16-year-old girl on her buttocks in downtown Dallas, according to police documents. Shortly before 6 p.m. on Saturday, a Dallas police officer parked near the downtown Greyhound bus station heard a girl scream and man laughing, according to police records. The cop turned in the direction of the scream and spotted a man later identified as David Paul Olienyk, 38, laughing as he ran through traffic toward the bus station in the 200 block of South Lamar Street. . . Are Smart Gadgets Making Us Dumb?: But there is reason to worry about this approaching revolution. As smart technologies become more intrusive, they risk undermining our autonomy by suppressing behaviors that someone somewhere has deemed undesirable. Smart forks inform us that we are eating too fast. Smart toothbrushes urge us to spend more time brushing our teeth. Smart sensors in our cars can tell if we drive too fast or brake too suddenly. These devices can give us useful feedback, but they can also share everything they know about our habits with institutions whose interests are not identical with our own. Insurance companies already offer significant discounts to drivers who agree to install smart sensors in order to monitor their driving habits. How long will it be before customers can’t get auto insurance without surrendering to such surveillance? And how long will it be before the self-tracking of our health (weight, diet, steps taken in a day) graduates from being a recreational novelty to a virtual requirement

Anomalies, Prisons, and Geophysics: How Governments Use Data and How to Stop Them: As a collective we must understand that democracy can only exist in a society with an educated populace, and the right for self-governance can only be obtained through knowledge. When a society embraces ignorance and forfeits its right to control its destiny, it has succumbed to apathy and can only deteriorate. In science, the analysis of anomalies contributes to our understanding of the physical world, improving our lives. In contrast, identifying anomalies in our society based on political doctrine has created fear and misunderstanding, restricting our lives. The lack of accountability from our leaders and our indifference to the consequences of their actions is diminishing our civil liberties. But it is not too late, we can prevent this from happening. We still have the ability to reclaim our future if we begin to educate ourselves.

. . Student suspended for shaping Pop-Tart into gun: 7-year-old Josh Welch was eating a Pop-Tart at school. A teacher saw the pastry and said she thought it looked like it was being shaped into a gun. The teacher also said she heard Welch say, “Bang Bang” while he was holding it. That was enough to get him suspended. Welch said his teacher got it completely wrong, “It was already a rectangle and I just kept on biting it and tore off the top, and it kind of looked like a gun but it wasn’t.” Welch said he was trying to shape the Pop-Tart into a mountain. The school sent out a letter late in the day to parents explaining what happened and why they thought it was a threat saying, “A student used food to make an inappropriate gesture.”

Her son picked up Isaac and also called police. The victim’s son said Isaac told him, “I cut her panties off while she was in bed” and “I had sex with grandma.” Court records state he also said that he “had sex with grandma on the couch.”; .

✪ French Intravenous Heroin User Contracts Anthrax: A case of anthrax infection has been reported in a user of injectable heroin in France in the Rhone-Alpes, while four other cases, including two deaths, were reported in two other countries in the European Union, it was learned Friday from medical sources. An outbreak of anthrax related to injections of contaminated heroin occurred in 2009/2010, causing the infection of 119 people in Scotland, 5 in England and two in Germany. The infection by the bacterium, _Bacillus anthracis_, was diagnosed in France on July 9 in an intravenous heroin user, aged of 27, who, after a stay in intensive care, is currently convalescing. “He is recovering,” the Director of Public Health ARS-Sydney, Anne-Marie Durand told AFP. “There is [presently - Mod.MHJ] no known link between the four European cases (three in Germany with 1 death and one death in Denmark) and the French case,” she said.

But thanks to sharp cuts this year in the overall pool of money available through this program, the percentage of funds going to Jewish groups has nevertheless jumped substantially. A full 97% of the available funds in the Non-Profit Security Grant Program for 2012 have been allocated to Jewish organizations, compared with 73% that went to Jewish groups from 2007 through 2010. In 2011, Jewish groups received about 80% of NSGP funds.

✪ Tanning-bed videographer, Doyce Dean Griffis, gets 17 1/2 years in prison: From February 2000 to April 2011, Griffis operated a tanning bed in a barn on his property at 2261 SE 128th St. in Starke. Customers would pay to use the bed by putting money in a slot. The bed had a two-way mirror, according to the government, and Griffis made a hole in an vent near the foot of the bed. Through the mirror and hole, he recorded customers as they undressed and got in and out of the tanning bed. His victims were “dozens of female customers, including more than 20 minor children,” the news release states. “Griffis produced, collected, and maintained the sexually explicit video recordings … for his own sexual gratification, and kept detailed notes on the types of physical and sexual characteristics of his customers.”

According to agents at the Georgia Bureau of Investigation, the 15-year-old girl told authorities a shock collar for dogs was placed around her neck and used on her several times. Investigators say a remote key fob was used to shock the girl at will by anyone in control of the collar.

He then decided to send messages to the Monterey man while posing as his own daughter. He sent text messages by phone to the man, and the man messaged back, thinking he was communicating with the little girl. Allegedly, he asked to see a photo of her in a swim suit. He also agreed to meet her at Cane Creek Park. But once he arrived there, it was her dad who met him, and he was very angry, according to police reports on the case. Before police arrived on the scene, the two men had a fight, and the Monterey man, who was bleeding, immediately told arriving officers that he deserved it.

Cannatonic #6 was high in CBD with hardly any THC, whereas the other plants were high in THC and low in CBD or high in both. Perhaps the great variety of results from different plants was because the Cannatonic strain is unstable, or perhaps people were getting different results from different growing conditions.

✪ Madonna Hit With Lawsuit Over ‘Vogue’ Sample: A Delaware company has hit Madonna and her label WB Records with a lawsuit claiming the pop star stole portions of one of their songs for her hit 1990 hit “Vogue,” reports E!. Pointing to a song called “Love Break,” released around 1977, VMG claims, “The portions of ‘Love Break,’ which have been copied into ‘Vogue’ and all its various ‘mixes,’ ‘remixes,’ videos, YouTube versions, etc., are numerous but intentionally hidden. The horn and strings in ‘Vogue’ are intentionally sampled from ‘Love Break’ throughout.” The company also says music producer Richard “Shep” Pettibone facilitated the process by altering the samples after he was originally hired by VMG to remix “Love Break,” later working on “Vogue.” “The unauthorized sampling was deliberately hidden by [Madonna] within ‘Vogue’ so as to avoid detection. It was only when VMG specifically looked for the sample, with the technology available to it in 2011, that the sampling could be confirmed,” VMG said.

In a copyright infringement suit filed in Manhattan Federal Court on Thursday, Dwayne Walker says he created the design. “The logo has become universally recognized as an iconic symbol of Jay-Z, one of the most successful recording artists in the history of popular music,” the suit says. It says Walker came up with the logo in 1995 when Roc-A-Fella was just starting out. The label is now a subsidiary of Universal Music Group.
✪ Serial groper tried to use ‘caffeine defense’ to explain assault on teenage girls: A school bus driver who was convicted of assault for groping teens and women says an excessive intake of caffeine drove him to the acts. Kenneth Sands, 51, from Seattle, tried to use what is being called the caffeine defense at his sentencing on Tuesday. Sands had been convicted in Lewis County Superior Court of molesting three high school volleyball players and two women during and after a volleyball game in Onalaska on October 18, 2011. Sands says it was caffeine that had driven him to act out of character and that drinking too much caused a psychotic episode.

The screening process begins with scanning software that monitors chats for words or phrases that signal something might be amiss, such as an exchange of personal information or vulgar language. The software pays more attention to chats between users who don’t already have a well-established connection on the site and whose profile data indicate something may be wrong, such as a wide age gap. The scanning program is also “smart” — it’s taught to keep an eye out for certain phrases found in the previously obtained chat records from criminals including sexual predators. If the scanning software flags a suspicious chat exchange, it notifies Facebook security employees, who can then determine if police should be notified.

According to recently released court documents, Homeland Security agents in mid-December received a tip of an expected drug deal at a Bellingham Pizza Hut. Writing the court, a criminal investigator with Homeland Security Investigations said he and other agents set up surveillance at the Pizza Hut on Samish Way after being told a woman taking cocaine to Canada might be stopping there. As agents looked on, the owner of a Blaine bed and breakfast called the Smuggler’s Inn pulled into the parking lot behind the wheel of a GMC Yukon, the HSI investigator told the court. The SUV’s license plate read SMUGGLER.

I have done the calculations: for us it would amount to 250 euro per year.” That would amount to over $300 for just this one small local library. Vervaecke added that even older works, like Grimm’s Fairy Tales, are not exempt from SABAM’s fees, because any current edition of the stories would be under copyright.

Sexting – the sending of nude pictures via text message – is nothing new among U.S. teens: About one in five teens admits to participating in sexting, according to the National Campaign to Support Teen and Unplanned Pregnancy. But the selling of these sexts to other teens is far less common. “It’s horrifying, it’s absolutely horrifying,” a mother told ABC News. Police said that because the girl is a minor and because the sexting transaction involved money, this may be a child pornography case.
✪ Heroin more cost-effective than methadone: study: Using a medically prescribed form of heroin to treat addicts is less costly and more beneficial in the long run than regular methadone therapy, a recent study suggests. The prescribed form of heroin, known diacetylmorphine, is generally considered more expensive than methadone therapy. But researchers have found that addicts who are given the pricier option stay in treatment longer and are less likely to relapse, and therefore be involved with drug-related criminal activity such as robberies to support a drug habit, leading to long-term savings. The findings, published in the Canadian Medical Association Journal, hint that heroin-assisted therapy is both medically helpful for patients and an economically-wise choice for society.

✪ New ‘legal’ LSD-like drug under investigation: A friend of Von Keisenberg created a website for Dime and sold the drug online, at $30 for two capsules, making it one of the cheapest synthetic highs on the market. A user of Dime called Nick (not his real name) told Close Up the new drug, which is snorted, was potent. “It’s very heavy, very intense. You can feel nauseaous for the first half an hour or so. After that you’re just enjoying basically everything for at least a good six to ten hours. It’s an all round party buzz.” Dime’s marketing said the drug brings on an “amazing high”, “beautiful visuals” and “increased energy”. Illegal substance But Close Up commissioned the drug to be tested at ESR, the government-owned laboratory. Tests revealed Dime contains 25C-NBOMe, a Class C drug, which is an analogue – a modified version – of a Class A drug called “DOB”. Over the last decade, the feds have established a number of efforts to nationalize law enforcement and create a number of organizations designed to supposedly “protect the homeland” from not only terrorists – most handled by the FBI and the CIA – but all sorts of domestic criminals, including those who engage in victimless crimes such as drug use and prostitution. There are now dozens of organizations feeding off tax dollars dispensed by the feds – from FEMA’s Citizen Corps to Volunteers in Police Service and Infragard and beyond. In many ways, these federally-funded and organized groups rival the police state apparatus active in Nazi Germany and Stalin’s Soviet Union.
✪ Fort Worth Naked Man Sentenced To 18 Years In Prison: Officers were not only interested in why Jackson was at the warehouse, but why it was he didn’t have on any clothes. When questioned, Jackson said he was at the warehouse catching up on work and was naked because he was hot. When officers took Jackson back to his workstation, presumably to get his clothes, they saw child pornography pulled up on his computer. “His job description didn’t include prancing around naked while looking at child pornography,” Assistant District Attorney Martin Purselley said in a press release statement. When police ordered Jackson to present some type of identification he told them it could be found in the glove compartment of his car. Officers not only found the ID, the glove box also contained a bag of what appeared to be marijuana. ✪ Fort Worth Police Captain Fired For Searching Porn And Self Gratification At Work While In Uniform: A Fort Worth police captain has been fired after investigators found the officer had been using his city-issued computer to search porn sites. The captain, L.A. Harris, has also been accused of self-gratification while on duty in a city facility and in uniform. Harris had been assigned as one of two overnight duty captains. An internal affairs investigation found Harris had visited the sites while on duty over a six month period. In a statement, Chief Jeff Halstead called Harris’ behavior “absolutely deplorable.”
