A federal ban on synthetic drugs, signed into law by President Obama on July 9, was obsolete before the ink of his signature dried. Drug formulations not covered by the law’s language, and almost certainly synthesized in direct response to legal pressure, are already on sale. If synthetics are supposed to be part of the War on Drugs, then this battle may already be lost. “There are several compounds out there now, in mixtures that I’ve tested myself, that would not fall under this ban,” said Kevin Shanks, a forensic toxicologist at AIT Laboratories, an Indiana-based chemical testing company. “The law just can’t seem to keep up.” The new law, officially known as the Synthetic Drug Abuse Prevention Act of 2012, comes in response to the growing popularity of compounds designed by chemists to mimic the effects of various illegal substances, particularly marijuana and amphetamines.

A drive-thru restaurant worker in South Texas has been sentenced to nearly 22 years in prison for selling child porn to patrons. A federal judge in San Antonio on Wednesday sentenced 36-year-old Juan Antonio Rosa. Rosa in March pleaded guilty to distributing child pornography. He allegedly met the porn customers online. Prosecutors say buyers used the code word “Scooby Doo” to get the memory cards along with food at a Wendy’s Co. restaurant in San Antonio. Officials say the restaurant operators were not aware of the illegal deals.

Knowledge of basic chemistry has allowed drug “cooks” to make small molecular changes to existing drugs, creating new substances and keeping the cooks a step ahead of investigators. “We are seeing a continued influx of changing of chemical compounds that make up various drugs or substances being ingested throughout the state,” said Drew Evans, senior special agent with the Minnesota Bureau of Criminal Apprehension. “They are changing at the molecular level into something it wasn’t before, but may have similar effects or different effects.”

More than 685 million continually updated images of license plates gathered in a commercial database soon will be available to federal authorities for pinpointing the hideouts of escaped illegal immigrants, according to a contract slated to be finalized Tuesday. The National Vehicle Location Service program, commonly used in law enforcement, is intended to augment manual field surveillance of fugitives, Homeland Security Department officials said. Fugitive aliens are non-U.S. citizens who have not complied with deportation orders. The geo-tracking data largely will come from commercial camera operators who capture license plate information on behalf of lenders trying to recover collateral from borrowers, according to the vendor, Vigilant Video. Also, law enforcement agencies themselves increasingly are deploying license plate readers to share photographs through the service.

“We were doing the Charleston,” Stern said. That’s when two police officers approached and pulled a “Footloose.” “They said, ‘What are you doing?’ and we said, ‘We’re dancing,’ ” she recalled. “And they said, ‘You can’t do that on the platform.’ ” The cops asked for ID, but when Stern could only produce a credit card, the officers ordered the couple to go with them — even though the credit card had the dentist’s picture and signature. A Webster man is in jail on no bond, accused of raping a 17-year-old female after getting her drunk nearly two years ago. Elric Shawn Millner, 24, is charged with sexual assault of an adult. According to court records, the woman told Webster police she was at Millner’s apartment on Aug. 3, 2010, when he gave her so much alcohol to drink that she has no memory of the night. She said she woke up between 2 p.m. and 3 p.m. the next day, and Millner showed her videos he had taken the night before in which he forced her to perform sexual acts, records state. The woman saw herself in one video vomiting violently and urinating on herself because she was so intoxicated while the defendant laughed at her, according to the complaint filed against Millner by the Harris County District Attorney’s Office. The shop, run by Jose Tejada, 42, was shuttered May 4 for six days after it allegedly sold spray paint to 18-year-old auxiliary officers posing as regular teens three times between May and November last year, court papers show. City law prohibits selling spray paint to anyone under the age of 21. Because there were three incidents, the city was able to shut the store under its nuisance-abatement law, which is typically used to shutter spots suspected in drug dealing, gambling or prostitution.

After having the Orville stuffed by a taxidermist, the artist teamed up with radio-controlled helicopter expert Arjen Beltman to make the cat fly for the first time. Beltman designed a custom mechanism and attached it to the stuffed cat to create a truly bizarre flying machine called the Orvillecopter. Bart Jansen unveiled his unique creation on Saturday, at the Kunstrai art festival in Amsterdam, and described it as half cat, half machine.

Legalization used to be the rallying cry of stoners alone. Not anymore. In Latin America, leaders seem to be reaching a new consensus about the drug war: it has failed, and it’s time for a new solution. Most say that foreign demand for cocaine and marijuana is the underlying problem. If American, Europeans and others stopped buying the drugs, the vast black-market for the trade wouldn’t exist. The drug traffickers wouldn’t be able to charge huge profits, and they wouldn’t be able to afford the massive weaponry and build the network of informants, enforcers, dealers and mules that allow them to sustain their production and distribution supply chain. But you can’t exactly presto demand away. Unless, the reasoning goes, you just legalize the drugs. Sell them over the counter for a reasonable price. Undercut the illegal market. Give the farmers who grow the stuff good jobs, free of fear, and give governments a share in the drug profits by taxing them.

    But sheriff’s officials say too many former inmates aren’t paying for their stays.

    State law allows sheriffs to charge a $12 fee when people are booked. Also, counties may seek reimbursement for up to $60 a day for the time people are sentenced to the jail. But many former inmates don’t pay or don’t have the money to pay, and if they do pay, sheriff’s officials say, it doesn’t cover the cost of their stay.

    The website of Washington DC-based HBGary Federal was hijacked Sunday along with the Twitter account of CEO Aaron Barr. The company’s website was defaced with a message that read, “This domain seized by Anonymous under section #14 of the rules of the Internet.”

    “Your recent claims of ‘infiltrating’ Anonymous amuse us, and so do your attempts at using Anonymous as a means to garner press attention for yourself,” the messaged continued. “How’s this for attention?”

  • This is tequila’s dirty little secret: For every liter of the liquor that distilleries produce, they throw away ten liters of hot, liquid waste (known as vinaza) and 5 to 6 kilograms of leftover, fibrous agave plant (bagasse). Government rules are supposed to govern the disposal of these leftovers, but an awful lot ends up dumped illegally. Enough that it’s created a major—and smelly—environmental problem in Jalisco, the Mexican state where all real tequila originates.

    “The vinazas are acidic, they have an oil that makes the soil impermeable, and are hot when they are dumped. The acid is not recommended for agriculture; it should be neutralized. The oil makes the soil hard so it is useless for farming. And where the ground cracks, the vinaza filters into underground water sources,” José Hernández, a researcher with the University of Guadalajara and member of the Mexican Academy of Sciences, told development-oriented wire service Tierramérica.

  • White House Drug Czar Gil Kerlikowske warned people Tuesday against taking the newest synthetic drugs, often marketed as “bath salts” and being sold legally on the Internet and in drug paraphernalia stores.

    The powdered drugs are sold under such brand names as “Ivory Wave” or “Purple Wave.” Kerlikowske said synthetic stimulants in them have made hundreds of users across the country sick already this year. A Mississippi sheriff’s office has said the drugs are suspected in an apparent overdose death there.

    “They pose a serious threat to the health and well-being of young people and anyone who uses them,” Kerlikowske said in a written statement. The American Association of Poison Control Centers has received 251 calls related to “bath salts” so far this year, compared to 236 such calls to poison centers during all of 2010.

The New Wave of British Heavy Metal re-energized heavy metal in the late ’70s and early ’80s. By the close of the ’70s, heavy metal had stagnated, with its biggest stars (Led Zeppelin, Black Sabbath) either breaking away from the genre or sinking in their own indulgence, while many of its midlevel artists were simply undistinguished, churning out bluesy hard-rock riffs. The NWOBHM kicked out all of the blues, sped up the tempo, and toughened up the sound, leaving just a mean, tough, fast, hard metallic core. It didn’t make any attempts to win a wide audience — it was pure metal, made for metal fans. Perhaps that’s the reason why it’s at the foundation of all modern-day metal: true metalheads either listened to this, or to bands like Metallica, which were inspired by bands like Diamond Head.
